"body": "Dear Mr Egan,\nThank you for your reply of 20 October and for confirming that I will be given a reasonable opportunity to ask questions and make comments on business specified on the published agenda.\nI maintain my objection to the absence of an in-person option for members of the public. With the meeting now two days away, I will join by Zoom using the link sent on 13 October and participate constructively. This is acceptance of the practical arrangements for this meeting, not withdrawal of my objection.\nYour reply answers point 5 of my email of 16 October, but leaves points 1–4 unanswered. I restate them below, with one further question about the notice (question 2), and would be grateful for a brief response to each, if possible before Thursday and in any event within 20 working days of this email:\n1. Decision: Who decided that the meeting would be held remotely only, and on what date?\n2. Notice: Was the agenda or meeting notice sent to me on 13 October subsequently revised? If so, when was it revised, and on what date was the revised notice published on the Council's website and noticeboards?\n3. Published arrangements: Please provide a link or copy of the Council's current published arrangements for multi-location meetings, which section 47 of the Local Government and Elections (Wales) Act 2021 requires the Council to make and publish, and identify whether any revision or replacement of those arrangements applies to this meeting.\n4. Public access: What consideration was given to residents who wish to observe or participate in person, including whether a physical public venue was considered and, if so, why it was not made available?\nI am not suggesting that the legislation guarantees a physical venue for every meeting. My concern is how the decision was made, which published arrangements apply, and how public access was considered in this instance.\nIf these questions cannot be answered before Thursday, please confirm that they remain outstanding and indicate when I can expect a response, which I would ask to be no later than 20 working days from this email. Please also retain this exchange with the meeting correspondence and identify where any formal decision or resolution concerning the arrangements is recorded.\nArrangements for Thursday's meeting\na) Public participation and Item 10\nPlease confirm the time limit for Item 4, the procedure for being admitted from the Zoom waiting room and invited to speak, and any separate time limit or procedure for making representations when Item 10 is reached. I intend to make a brief contribution under Item 4 and to address the Great House Farm / Tŷ Mawr business under Item 10, in accordance with your confirmation concerning representations on published agenda business.\nb) Circulation and retention of the statement\nPlease circulate my supporting briefing and read-aloud statement to all councillors before the meeting:\n- \"Meeting briefing\" (\nhttps://2026-10-22.bucklerfamily.estate/\n)\n- \"Read-aloud statement\" (\nhttps://2026-10-22.bucklerfamily.estate/...\n)\nPlease confirm whether the written statement can be retained with the meeting papers and referred to in the minutes. If the full briefing cannot be circulated before the meeting, I would be grateful if the statement could at least be circulated and the briefing link made available to councillors.\nc) The wider context and any future agenda item\nI understand that Item 10 covers two specific requests, and that Item 16 concerns correspondence rather than decisions on unlisted business. I am not asking the Council to determine title to the land or to make findings against any person or body.\nThe wider history, heritage and outstanding records questions may require separate consideration. If these matters cannot properly be addressed under Item 10, please advise whether I should now submit a request for a properly notified item at a future meeting and whether any particular notice, motion or other procedure is required.\nSeparate information and preservation matters\nSeparately from the meeting arrangements, please acknowledge receipt of my internal review request of 13 October (the later of my two emails that day, which stands as sent) and my narrower information request of 20 October, and advise the anticipated response date for each. As my request of 21 September concerns land and environmental information, I would ask that the review consider it under the Environmental Information Regulations 2004, which contain no cost limit equivalent to section 12 of the Freedom of Information Act 2000.\nI would also welcome confirmation of whether the Council holds planning files, section 52 or section 106 instruments, or related correspondence from 1988–1992 concerning planning references 89/01396/OUT and 92/00671/RES and, if so, whether those records are being retained pending the wider records enquiries.\nThe wider experience, which I ask to be placed on record before Thursday\nI raise the following so that the Council has my concerns in writing ahead of the meeting:\n- My first approach to the Council about this matter received the reply of 20 November 2025: \"I regret to inform you that we are unable to assist with the matter you raise.\" From my side, the Council has not engaged with the substance since then, which is why I have had to escalate by formal requests, an internal review and a complaint about the handling of my correspondence.\n- When I was told the matter could be raised at a meeting, I was not told where or when that meeting would be held. Only after I asked for those details so that I could attend did the meeting become remote only. I have travelled some 7,000 miles to be present in Llandough for it.\n- The Council regularly tells residents on its public social media that it is a community council that is transparent and approachable and that will answer questions. My experience has not matched that, and I ask the Council to explain the difference.\n- For my family, raising these matters at all is difficult. Since the demolition of Great House Farm in 1988, we have lived for 38 years largely silent and in fear about it. I have already explained this to you and to councillors. A remote-only meeting, arranged after I asked to attend in person, is not accommodating of that.\n- Thursday is my family's opportunity to have these matters recorded. I ask that this message, my briefing and my statement are kept with the meeting papers, so that the minutes can later be compared with the points raised, and any points not reached can be taken forward at a future meeting.\nI appreciate that this is shortly before the meeting. Where a substantive answer is not possible before Thursday, a brief acknowledgement identifying what remains outstanding and when it will be addressed (within 20 working days at the latest) would be helpful.\nI remain willing to participate constructively and appreciate your assistance in the run-up to the meeting.\nYours sincerely,\nSion Buckler\n(Ret'd Sergeant)\nRoyal Signals Cyber/Electronic Warfare Professional and Life Member",
