Undated; the latest date in it is 8 Feb 1990. Officer not named on these pages. - 1 (p.1): "This is a 3.4 acre site located adjacent St. Dochdwy's Parish Church, Llandough. The site formerly contained a number of buildings including Great House Farm, but all buildings on the site have now been demolished." - 2: outline, all matters reserved; "A plan has nevertheless been submitted indicating a form of layout with 18 dwellings and access to Leckwith Rd." - 3 Planning history: "8996/3337 13 No houses. Same site. Approved conditionally 25th July 1972". - 4 Consultations (pp.1–2): Llandough C.C. — "no objection … but wish to point out that part of the land in question is registered village green" (register plan attached). Director of Engineering & Building Services — foul sewer only; surface water elsewhere. National Rivers Authority and County Engineer — typed sheets "attached" (not in this set). Cardiff Bay Development Corporation — no objection; hopes the north-west slope trees and the public right of way are retained. "The Glamorgan-Gwent Archaeological Trust has enclosed a detailed document with their comments and recommendations, and has requested that the information be conveyed to Members of Committee. This is attached as Appendix A to this report. Following discussions with the Trust, further comments were received on the 8th February 1990 and a copy of these are attached as Appendix 'B'." Welsh Water — liaise on foul drainage; no connection to the Eastern District pumping main. - 5 Representations (p.2): "Two letters have been received from the Barry Preservation Society and Civic Trust and a local County Councillor (who is a member of the Glamorgan Gwent Archaeological Trust) making representations in respect of this application", Appendices C and D. The applicants' agents answered GGAT's report: Appendix E. - 6 Report (p.2): the land is mostly allocated for housing in the East Vale Local Plan (Policy H.2). "The information supporting the policy states that buildings on the site should be retained, however they were unfortunately demolished a little while ago." Site includes a registered village green, a public right of way, and a small TPO area. "Following the correspondence between myself, the Applicants' Agents and the Glamorgan Gwent Archaeological Trust Ltd., if the Council be minded to approve this application, I would suggest that a condition should be imposed which is the standard condition for this situation recommended by Appendix B to Welsh Office Circular 1/85." - 8 Recommendation (pp.3–4): "Approve", 16 numbered conditions in draft. Draft condition 4 ties structures to level ground; condition 5 the village green ("0.1 ha (0.25 acre)"); the archaeology entry is a single coded condition, "A132 (Archaeological con[dition])". Appendices A–E are not in this set. ====================================================================== EV-0113 comments_from_archiology.pdf GGAT comments and recommendations (5 pages; written June 1989 – February 1990) Scan: https://wayback.bucklerfamily.estate/pdf/planning/1989-10-00%20-%20GGAT%20comments%2089-01396-OUT%20Great%20House%20Farm%20Llandough%20-%20EN%20-%20V0.0.0.00.pdf ====================================================================== Glamorgan-Gwent Archaeological Trust Ltd, Ferryside Warehouse, Bath Lane, Swansea. Undated. It cites the County Structure Plan "(June 1989)" and the IFA Directory of Members "1988-9", and the officer's report attaches it as Appendix A, so it was written between June 1989 and early February 1990 (GGAT's further comments of 8 Feb 1990 are a separate Appendix B, not in this set). The wayback date "1988" is wrong. - Cover (p.1): "Land at Great House Farm, Llandough. Planning Application 89/01396/OUT. Comments and recommendations by the Glamorgan-Gwent Archaeological Trust Ltd". Back cover photo caption (p.5): "St Dochdwy's church and the former Ty-Mawr farm buildings". - 2.1 (p.2): "The churchyard is almost certainly on the site of an early christian monastic foundation which may have been founded as early as 650 AD; the cross shaft near the church dates to the tenth or eleventh century, and is of a scale and style that would mark an important religious site." - 2.2 (p.2): "In 1979 during the course of the Wales and West Housing Association Development to the south of the church, emergency archaeological excavation revealed evidence of high quality. In summary part of an Iron Age farmstead was located, together with a Roman villa of high status, a dark age cemetery, a medieval monastic grange belonging to Tewkesbury Abbey and a late medieval village and farm. It is important to note that there was no visible trace of the farmstead, villa, cemetery or grange prior to the commencement of development at this site. Although valuable information was recovered during the excavation, the circumstances of discovery were unsatisfactory to both archaeological interests and those of the developer. It would not be in the interests of archaeologists, developers or the local community were such a situation to arise again." - 2.3 (p.2): "At present our information on the Great House Farm area is limited to the records of the recently demolished property which was listed as a 'county treasure'. There is a possibility that archaeological deposits relating to earlier activity on this site may survive, and we believe that this possibility should be tested by a suitably qualified archaeologist." Trial work by machine under supervision; "investigation and report could be completed within a period of two weeks at a cost of £2,000." - 3 (p.3): quotes the South Glamorgan Structure Plan (June 1989) and East Vale Local Plan; Welsh Office Circular 61/81 s.26 ("the desirability of preserving the monument and its setting is a material consideration", "whether scheduled or unscheduled"); SI 1988 No 1812 art.4 (power to direct further information); Circular 1/85 Appendix B s.3. 3.4: "even an unscheduled monument is a 'material consideration'"; "We therefore recommend that the application should not be determined until BP Properties have provided an archaeological assessment report prepared by a qualified archaeologist." - 3.5 (p.4): GGAT endorses the British Archaeologists and Developers Liaison Group Code of Practice. "Negotiations concerning archaeological assessment of this site were undertaken with BP Properties via their agents Debenham Tewson & Chinnocks, prior to the current application for planning permission. Unfortunately no agreement was reached although the Llandough Community Council offered £100 towards the cost of an evaluation. BP Properties are not strictu sensu the developers as they wish to sell on the land with outline planning permission." - 4.1–4.3 (p.4): assessment and report needed; "the Local Planning Authority should not determine this application until an archaeological assessment report prepared by a qualified archaeologist has been provided by BP Properties"; the Code of Practice "should be used to provide the means by which BP Properties can acquire the necessary archaeological information". - Appendix (p.4): "Extract from letter to J Maitland Evans 1 October 1982 from GGAT: 'Ty Mawr Farm (H2.1) is designated as a three acre residential site. … Recent excavations at Llandough by the Trust revealed early occupation, part of the villa and medieval grange buildings. There remains a possibility that occupation continues to the north of the church; provision should be made, therefore, for thorough investigative work prior to the development.'" - Not mentioned: Cadw, scheduling of this site, burials north of the church, preservation in situ, the Buckler family, the 1987 case. ====================================================================== EV-0123 form.pdf Outline application Form D and Certificate A, 16 October 1989 (3 pages) Scan: https://wayback.bucklerfamily.estate/pdf/planning/1989-10-16%20-%20Vale%2089-01396-OUT%20application%20form%20and%20certificate%20A%20-%20EN%20-%20V0.0.0.00.pdf ====================================================================== - Form D, Vale of Glamorgan Borough Council, "Application for Outline Planning Permission". - Applicant: "BP Properties Limited, Britannic House, Moor Lane, London EC2Y 9BU".
