Subject: MEETING OF THE COUNCIL - 22 OCTOBER AT 7.00PM From: Sion Buckler Direction: sent Date: Tue, 20 Oct 2026 23:24 UTC Institution: Llandough Community Council Refs: none Archive id: gm-1a15ba18a498992d ------------------------------------------------------------ Dear Mr Egan, Further to my email of last night, and so the Council can prepare, I list the questions I will ask on Thursday. All of them are based on points already raised in our correspondence. 1. What consideration was my first approach given before the reply of 20 November 2025? 2. Does the Council hold any Tŷ Mawr records besides the minute books deposited in 2002 (my email of 14 June)? 3. Which agenda items cover the "other matters" your email of 11 October said would be considered in October? 4. Who decided the meeting would be remote only, and on what date? 5. When was the website agenda revised and republished? 6. Where are the published arrangements for multi-location meetings (s.47, LGE(W)A 2021)? 7. Was a physical public venue considered? 8. When will my internal review (13 October) and narrower request (20 October) be answered, and will the review apply the EIR? 9. Will my statement and briefing pack be received and minuted? 10. If the remote-only decision stands, will its reasons be minuted? 11. Which councillor is my point of contact? 12. How do I place the wider matters on a future agenda? Please place this with the meeting papers. However, with the meeting two days away, I accept the practical position. I will join by Zoom using the link you sent on 13 October and take part under the public participation item (item 4) and item 10. > > Your reply answers the last of the five points in my email of 16 October. It does not address the other four. I would be grateful for a short reply to each, before Thursday if possible: > > 1. Who decided that the meeting would be held remotely only, and on what date. > 2. Whether the agenda on the Council's website and noticeboards was revised after the agenda you sent me on 13 October and, if so, the date of the revised notice. > 3. The Council's published arrangements or policy for remote and multi-location meetings (a link is enough). > 4. What consideration was given to residents who wish to observe or take part in person. > > If these cannot be answered before the meeting, I ask that they be noted as outstanding and answered afterwards, and that this exchange be kept with the meeting correspondence. > > For the meeting itself, I would also be grateful if you could: > > a) Confirm the time limit for public participation, and that I will be admitted from the waiting room and invited to speak at item 4. > b) Circulate my supporting briefing to all councillors in advance, if you and the Chair consider that appropriate. Please also confirm whether the written statement can be kept with the minutes. > c) Advise how the wider context can be handled. I understand item 10 covers two specific requests, and that decisions cannot be taken under item 16 on matters not listed on the agenda. I am not asking the Council to determine title or to make findings against any person or body. If the wider history is best dealt with separately, please tell me whether a request for a properly noticed item at a future meeting should be submitted now. > > Separately, and not as part of the above: please acknowledge my internal review request of 13 October and my narrower information request of 20 October, with the dates by which I can expect replies. I would also still welcome confirmation, from my email of 16 October, that any planning files or correspondence the Council holds for 1988-1992 under refs 89/01396/OUT and 92/00671/RES are being retained. > > I remain willing to take part constructively and appreciate your help in the run-up to the meeting. > > Yours sincerely, > > Sion Buckler > (Ret'd Sergeant) > Royal Signals Cyber/Electronic Warfare Professional and Life Member > > On Tue, Oct 20, 2026 02:31 PM, Paul Egan <[email redacted]> wrote: > > > > > Dear Mr Buckler, > > > > I would advise you that the agenda published on the Council's website and on our noticeboards specifies that this will be a remote meeting and that members of the public can attend and ask me to provide a Zoom link to attend.
