Subject: Records request – WLGA: guidance on land with disputed title; the 1996 allocation of South Glamorgan land at Llandough and Leckwith; Great House Farm / Tŷ Mawr From: Sion Buckler Direction: sent Date: Tue, 20 Oct 2026 00:20 UTC Institution: Local Government Association / WLGA Refs: none Archive id: gm-1a156adec7a23f4b ------------------------------------------------------------ Dear Welsh Local Government Association, I am researching the history of Great House Farm / Tŷ Mawr, Llandough-juxta-Penarth, Vale of Glamorgan, and how public bodies dealt with the farm and the land and woodland around it. My aim is to identify and preserve every surviving record. I understand that the WLGA may not be a public authority under the Freedom of Information Act 2000, so this is a request for your voluntary help. Please tell me whether the WLGA holds, or knows who holds: 1. Any guidance, circular or advice note issued to Welsh councils by the WLGA or its predecessors (including the Assembly of Welsh Counties and the Council of Welsh Districts), between 1974 and 2000, on acquiring, accepting or developing land whose title was disputed or unregistered, or where an occupier claimed title by possession; or on registering land as a town or village green where its ownership was disputed. 2. Any record of how the land of South Glamorgan County Council at Llandough, Leckwith and Cogan was allocated between Cardiff and the Vale of Glamorgan at the reorganisation of 1 April 1996 (Local Government (Wales) Act 1994; Local Government Reorganisation (Wales) (Property etc.) Order 1996), including any agreement, schedule, or dispute referred to the associations or to the Residuary Body for Wales. Press reports from 1994 and 1995 (South Wales Echo) describe South Glamorgan County Council acquiring about 125 acres of woodland and farmland between Leckwith and Llandough from the Land Authority for Wales. I am trying to establish which successor council received that land, and on what record. 3. Any record mentioning Great House Farm, Tŷ Mawr, Llandough, Western Ground Rents Ltd, BP Properties Ltd, or the case BP Properties Ltd v Buckler (Court of Appeal, 1987). 4. Where the archives of the Assembly of Welsh Counties are now held. (I understand that papers of the Council of Welsh Districts are at the National Library of Wales.) 5. If any of the above was held but has been destroyed or transferred: when, and under which retention policy. A short "not held" would be just as helpful as a positive answer. A reply by 17 November 2026 would be much appreciated. Thank you for your help.
