From: Sion Buckler <[email redacted]> Sent: 19 September 2026 23:55 To: Barbara Rees <[email redacted]> Cc: HER <[email redacted]> Subject: Great House Farm, Llandough, Cardiff Dear Calli, Further to my email of 8 September 2026 concerning Great House Farm / Tŷ Mawr, Llandough, I attach a formal schedule of the records I am seeking, so that the request is easier for Heneb to work through and to allocate internally. I have also completed your online enquiry form, so the request is in your preferred channel. I appreciate a response would not fall due until 6 October, so this is not a chaser. It is to put the detail in one place and to clarify the basis of the request. On your note of 22 May. You are right that Heneb, as a limited company, is not a public authority under the Freedom of Information Act 2000, and I do not pursue that. Two separate points remain, and I would welcome Heneb's position on each. First, the Environmental Information Regulations 2004 apply on a different test — regulation 2(2) reaches bodies carrying out functions of public administration relating to the environment, or under the control of a public authority. If Heneb considers it falls outside that, please say so expressly with brief reasons, so that I can direct the request elsewhere. Second, and independently, the Historic Environment Record is a statutory record: sections 194 and 195 of the Historic Environment (Wales) Act 2023 require the Welsh Ministers to maintain an HER for every local authority area and to make it available for public inspection, and Heneb keeps the south-east Wales record on their behalf. I therefore ask in the alternative that this be treated as a request for access under that regime and under Heneb's own policy. Two things that will make this easier. If any item is too broad, please tell me which and I will narrow it rather than have the whole request refused. And if Heneb can supply, as a first step, simply a schedule or index of the records it holds for this site — without copying them — that would let me target the rest precisely and save your staff considerable time. I am content to inspect material by appointment at Baglan or at the HER, and any reasonable copying or staff-time charge can be notified to me in advance for approval. Two small administrative points. Please confirm which legal entity now holds the records and functions formerly of Glamorgan-Gwent Archaeological Trust Ltd, and who within Heneb handles access requests of this kind. Finally, since my correspondence in May was framed more formally: my purpose is documentary. I am reconstructing the record of a farm my family occupied for generations, and I would far rather do that with Heneb's help than around it. I should say plainly that I have read GGAT's December 1993 notification to the Vale of Glamorgan that Condition 18 had not been complied with, and the recommendation that a Breach of Condition Notice be issued. Whatever else is in dispute about this site, that was the Trust doing its job properly, and I am grateful for it. Thank you in advance for your time in this matter, Regards, Sion Buckler (Ret'd Sergeant) Royal Signals Cyber/Electronic Warfare Professional and Life Member Enc: Schedule of Records Requested, ref GHF/HENEB/2026-09-20
