Subject: Great House Farm, Llandough — two questions for HM Land Registry (ref N610CGV) From: Sion Buckler Direction: sent Date: Sat, 19 Sep 2026 17:06 UTC Institution: Member of Parliament Refs: N610CGV Archive id: gm-1a0baa224660ca61 ------------------------------------------------------------ MP Doughty, Further to my letter earlier, I would like to narrow what I am kindly asking of you, and to correct one other thing. My letter asked which document brought the former farmhouse and garden at Great House Farm into BP Properties Limited's registrable estate. HM Land Registry has in fact already answered that, and I should have acknowledged it. Its letters of 23 March and 19 April 2026 identify a conveyance dated 19 November 1982 for title WA231076, and a conveyance dated 23 May 1975 for title WA240304. I will apply to HM Land Registry directly, on form OC2, for copies of those deeds and their plans. I am not asking you to obtain them for me. Two questions remain. Both concern inconsistencies within HM Land Registry's own correspondence, rather than anything I am asserting. So that you need not open any attachments, I have set out the relevant passages verbatim in the annex below, with dates and authors. 1. The 1971 abstract of title. The letter of 19 April 2026 states twice that an abstract of title dated 1971 was lodged with the applications. The letter of 30 July 2026 sets out a complete schedule of the documents held on both first-registration files — thirty items for WA231076 and thirteen for WA240304 — and no abstract of title appears anywhere on either list. Was the abstract lodged; does the list of documents lodged (item 17 on that schedule) record it; and if it was lodged, what became of it? 2. The conveyance of 31 December 1969. Both operative conveyances recite the same root of title: a conveyance dated 31 December 1969 between Western Ground Rents Limited and The British Petroleum Pension Trust Limited. That deed does not appear on the 30 July schedule either. Was it produced to the registry at first registration; does the list of documents lodged record it; and if it was not produced, on what evidence was the recital accepted as establishing the root of title? Both questions can be answered by examining a single document which HM Land Registry confirms it holds and describes as open to public inspection. I am not asking it to reopen BP Properties Ltd v Buckler [1987] EWCA Civ 2, to determine ownership, or to revisit any decision it has made. A written answer to those two questions is all I am seeking. I can also withdraw one request from my earlier letter. I asked that the surviving records be preserved; that is no longer necessary, as HM Land Registry has confirmed the documents will remain on file. My earlier request to meet you stands, but it is not pressing. These two questions can be dealt with in writing. Yours sincerely, Sion Buckler PS - see attached images. I purchased all deeds I could, but the primary one is inaccessible for purchase as of today. I have raised this issue with A.I. ANNEX — VERBATIM EXTRACTS FROM HM LAND REGISTRY CORRESPONDENCE All under reference N610CGV. Originals available on request. A. Letter of 23 March 2026 — Lisa Griffiths, HM Land Registry Wales Office "It appears Ty Mawr Farm was originally registered under two different title numbers, WA231076 and WA240304. These two titles were amalgamated. Title WA240304 was closed as a result of the amalgamation and the registration continued under title WA231076." "We received an application for registration on 30 Nov 1982. The application was submitted by Linklaters & Paines of Barrington House, 59/67 Gresham Street, London, [postcode redacted], to register BP properties Limited of Britannic House, Moor Lane, London, EC2 as proprietor. The land was conveyed to BP Properties Limited by a Conveyance dated 19 Nov 1982 made between (1) The British Petroleum Pension Trust Limited, (2) BP Trustees Limited and (3) BP Properties Limited" "We received an application for registration on 23 February 1983… The land was conveyed to BP Properties Limited by a Conveyance dated 23 May 1975 made between (1) The British Petroleum Pension Trust Limited, (2) BP Trustees Limited, (3) BP Properties Limited." B. Letter of 19 April 2026 — Charlotte Takeuchi, Assistant Land Registrar (stage one complaint response) On the standard applied: "In unregistered conveyancing, title is ultimately based on the estate owner's right to be in possession of the land or to receive the rents and profits of it. Showing a full documentary title commencing with a good root of title that is at least 15 years old should normally establish this right and is sufficient for land registration purposes." On the abstract of title, in relation to WA231076: "Our files show an abstract of title listed dated 1971 was lodged with the application for first registration. This is effectively a summary of deeds, documents and events which show a person's title to unregistered land." On the abstract of title, in relation to WA240304: "Again, our files indicate that we had sight of a copy of a 1971 abstract of title." On the root of title recited in the 19 November 1982 conveyance: "The recitals clause (preamble) to that Conveyance states 'The Vendors are seised in fee simple in the premises described in the First Schedule hereto (hereinafter called "the premises") upon the Trusts referred to in a Conveyance dated 31 December 1969 and made between Western Ground Rents Limited of the one part and the Vendors of the other part..' It is clear therefore that the applicant (BP Properties Limited) could show a good root of title and that The British Petroleum Pension Trust acquired the land in 1969." On the root of title recited in the 23 May 1975 conveyance: "The recitals clause to that Conveyance states 'The Vendors are seised in fee simple upon the trusts referred to in a conveyance dated the thirty first day of December One thousand One hundred and sixty nine [sic] and made between Western Ground Rents Limited of the one part and the vendors of the other part.'" C. Letter of 25 May 2026 — Harbinder Gill, Land Registrar (stage two, final response) "HM Land Registry operates a two-stage internal complaints procedure, and this constitutes our second and final response. It is not possible to ask anyone else in HM Land Registry to review the matter again." "We will not be commencing the process of rectification or formally referring the dispute." D. Letter of 30 July 2026 — S. G. Haste, HM Land Registry Wales Office "After an investigation of our files, we can confirm that the following documents are available." The letter then lists thirty documents held for title WA231076 and thirteen for title WA240304. Item 17 of the WA231076 list reads: "A13- DL-List of documents lodged with first registration" Neither list includes an abstract of title of any date, nor a conveyance dated 31 December 1969. The letter concludes: "We can confirm that all these documents are held on file and will remain on file. They are all open to public inspection if require copies of them." [sic]
